The government is considering separating the Rai license fee from the electricity bill

With this slogan, the RAI license fee entered the electricity bill starting from 2016, managing to reduce a hitherto rampant tax evasion, from 36% to 10% of payments due already in the first year. In fact, the Rai fee has dropped from 113 euros in 2015 to the current 90 euros. However, the European Commission does not like the rule, contained in the 2016 Stability Law by the government led by the then Prime Minister Matteo Renzi: for a principle of competition and transparency, it will be necessary to eliminate "improper charges" from energy costs. And Italy will accept the indication, retracing its steps with respect to the norm desired by the then Prime Minister.

The commitment was made on the occasion of the presentation of the National Recovery and Resilience Plan (Pnrr) presented by he current executive led by Mario Draghi to implement European aid from the Next generation Eu community program. The vehicle should be the competition bill, as Il Messaggero explained in preview, expected in the Council of Ministers on Thursday 29 July. Describing the annual law for the market and competition, the text of the National Recovery and Resilience Plan explains that "with regard to the sale of electricity, the full liberalization process in the sector planned for 2023 must be completed" and among the various measures it also indicates the need to enhance "the transparency of bills to ensure greater certainty for consumers (annual competition law or other regulatory measure)".

If the bill succeeded in rewinding the tape, the “counter-reform” of the Rai license fee would only take effect from the end of next year. The fee in the bill, which is set to the extent of one per household, has increased the number of users in line with payment from 16 million to 22 million, as stated by Renzi himself. However, the operation also created some bureaucratic problems. The most striking concerns over 446,000 families who paid the rent even without owning a television, according to a report on tax evasion commissioned by the Ministry of Economy in 2017.
