How digital can grow in Italy thanks to the PNRR

The information and communication technology sector has held up better than the country in 2020 and is preparing to accelerate with the help of European resources

May 28, Wired Dome, 11 "The most effective tool for reducing productivity and efficiency gap "in the economic system, in public services and for the birth of a new entrepreneurship: this is how Marco Gay, president of Anitec-Assinform, describes the information and communication technology industry, observing the 2020 results and the perspectives of the National Recovery and Resilience Plan, which reserves almost 50 billion for the digitization of the country.

The opportunity is provided by Il Digitale in Italia 2021, an annual report prepared by the Confindustria association together with NetConsulting cube. The study shows a drop of -0.6% in the market for last year, a better figure than that of the economy as a whole (GDP -8.9%) and the forecasts of Anitec itself (-2 %). The total value is 71.5 billion euros, expected to grow physiologically according to a base scenario of 74 billion euros.

Precisely the way in which the Pnrr funds will be used determines four future projections, outlined by the relationship based on different usage hypotheses every year. For example, in the case of full use of resources since 2021, the ICT market would rise to 77.6 billion euros, with an 8.5% growth, much higher than the standard 3.5%. The impact in subsequent years fluctuates between 4.5% and 0.6% more than the base growth rate, depending on whether the funds are used completely or for 70% or 50%. In the most optimistic hypothesis of full use of the funds allocated annually, the digital market will reach close to 95 billion euros in 2024.

The sectors that will have the greatest impact from the use of funds provided by the NRP for digital are public administration, health, industry, telecommunications, travel and transport, energy and public utility services. Last year, on the other hand, confirmed the two-speed dynamics of the ICT market, where the traditional component continues to decline (-1.9%) in the presence of digital enablers (IoT, mobile business, wearables, big data, blockchain ...), the engine of the market growing by 7.1% especially with the driving force of cloud and cybersecurity, expected to develop further between 11.7 and 12.5% in the following years.

"The 2020 has condensed into 12 months changes that take place in at least 5 years: the growth of ecommerce is the most evident indicator of how companies have sought new access to markets. The use of collaboration platforms has led to an explosion in the demand for cloud services that will follow in the coming years ", observes Gay:" An acceleration to all these dynamics will be given by the reforms and resources allocated by the NRP, thanks to which open up new scenarios. This is the framework within which we will have to channel our efforts, to ensure that the digital transformation is strengthened and allows the recovery to be transformed into growth. Despite the uncertainties, it is legitimate to look forward to the coming months and years with optimism ”.
