The Covid-19 pandemic has inevitably transformed the trend of the world economy, affecting the various sectors in a rather heterogeneous way. In order to overcome the serious crisis that the coronavirus health emergency is still carrying out, confirmed by a clear fall in demand, Anfia, Unrae and Federauto jointly ask for targeted government intervention.

The associations they therefore underline how fundamental targeted maneuvers are to date that can play a decisive role in the recovery of the market. It is no coincidence that Anfia, Unrae and Federauto on the analysis of the current situation in the automotive sector ask for the necessary aid both to ensure economic sustainability and to continue the energy transition. During a joint press conference that hosted the interventions of the three presidents of the associations, Michele Crisci of Unrae, Paolo Scudieri of Anfia and Adolfo De Stefani Cosentino of Federauto, the parties took the opportunity to trace the picture of the current situation the automotive sector is in.

The ecological transition has already begun, but it must be guided because it must ensure the achievement of the objectives of environmental sustainability and, at the same time, economic sustainability. Given that the pandemic has crept into this context of change, we need, first of all, a short-term emergency plan, but also a long-term strategy for sustainable mobility, said Michele Crisci.

The need for a strategic plan for the automotive sector that ensures environmental sustainability and economic development of the supply chain and of the country has been stressed several times. The same start from a concrete joint request, that is to refinance the incentives for cars with CO2 emissions in the 61-135 g / km range, whose funds are inevitably destined to run out in the short term. In this perspective, an adjustment of the fringe benefit for company vehicles was also requested as a measure to support the market.

The numbers speak for themselves: 1.25 million employees, 344 billion in turnover, equal to 20% of national GDP, 76.3 billion in tax revenue for the state. The effects of the pandemic are there for all to see. "The car market in 2020 lost 535,000 units compared to 2019, but without incentives it would have been 100,000 fewer. Commercial vehicles also sold 28 thousand fewer units, the president of Unrae later explained.

On behalf of Paolo Scudieri, of the National Automobile Industry Industry Association, there was no lack of words regarding the effects on production of the car. In this regard he has in fact declared:

A loss of 15% in 2020 compared to 2019. In the third and fourth quarters, however, the incentives gave a boost to the market, causing a recovery. If we compare the decline in the market, -27%, with that of production, we see that the latter has held up well.

Not surprisingly, on the incentive measures the automotive sector has made a request for a stabilization of the ecobonus at least until 2026. Furthermore, from a fiscal point of view, the proposal was to intervene on the deductibility of VAT in order to increase the spread of company cars, following the example of countries such as Germany and France. At the same time, there was no lack of proposals for a remodeling of the car tax for the period 2022/2026 with the aim of rewarding green cars.

An acceleration that began between July and August of last year and which has contributed to start the replacement of an old, unsafe and polluting park. The incentives also gave a boost to the reduction of the average CO2 emissions: if in 2019 the latter had remained stable, from July to December 2020 there was an acceleration of the decrease, up to the threshold of 98.5 grams , Crisci explained.

The recently released data show how, for the first time, in February 2021 in Italy, hybrid engines exceeded diesel engines in terms of market share. Unrae, Anfia and Federauto therefore hope that the role it deserves most will soon be recognized in the four-wheeler sector. In fact, the same underline the need to build a task force of collaboration and comparison with the institutions, to simplify the instruments of industrial policy and obtain support for research and development and the conversion of the components industry and, nevertheless, in view of the transition energy, a requalification of skills.

In other words, Unrae, Federauto and Anfia urgently ask for a strategic plan that ensures environmental sustainability and economic development of the supply chain and of the country, together with structural incentives for the renewal of the public and private fleet , for the transport of people and goods that can be further facilitated by a plan dedicated to charging infrastructures, for the modernization of the country and the acceleration of the transition.
